Philips 170V LCD screen steadily blinks on and off, even when not

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Green led

I will assume that you have already try this monitor with another PC and new VGA cable and get the same result.

Philips 170V LCD screen steadily blinks on and off, even when not connected to a pc. both screen and power led blink. resolves itself at random, from anywhere between 20 minutes to several hours later

I would open it up and inspect the capacitors in the power supply section first since it is simple thing to do, look for bad caps with bulging top or seal, see failed monitors (common problem) due to bad caps: http://s807.photobucket.com/home/budm/allalbums

Note:
If the crt monitor green LED light steady and heater beam have light, the horinzontal and High Voltage supplied to tube is completely good. Power light is green but screen is black

Do you get anything at all on the screen--like white writing at startup?
Even if your video drivers have become corrupt, they are not used until Windows actually starts.
It very well could be the flourescent backlight has gone bad. Can you adjust the brightness/contrast at all to see anything?
If those controls do nothing for you, then you're looking to get a new monitor.
Your monitor does have a sort of power supply for the backlight and that could be bad, but if you're not into taking it apart, then you are far better off buying a new monitor.
