Try downloading the software from an alternate source such as this one:
http://www.soft32.com/Download/Free/Adobe_Macromedia_Flash_Player/4-500-1.html

Also, I would suggest ensuring that the software doesn't have preinstalled remnants hanging out in your Add/Remove Programs (Start->Control Panel or Start->Settings->Control Panel). If so, uninstall it and try downloading it again. Lastly, it's possible that your browser is using pre-existing cache. If this is the case, I would flush cache (CTRL+F5) or simply try another browser. If using Internet Exlorer, try Firefox (http://getfirefox.com) or another alternative. If already using Firefox, try IE.

Go to http://kb.adobe.com/selfservice/viewContent.do?externalId=tn_14157

and download the Adobe Flash Un-installer. Un-install Adobe Flash.

Then downlaod Adobe flash again. @

Do you have Vista:
For Vista (32 bit):
1. Open Computer.
2. Navigate to C:\Windows\System32\.
3. Scroll down and open the Macromed directory.
4. Open the Flash directory.
5. Right-click FlashUtil9b.
6. Select Run as Administrator.
7. When the UAC prompt appears, select Continue.
8. Follow the Flash Player installation wizard.

If I could be of further assistance, let me know. If this helps or solves the issue, please rate it.

Also, I just dealt with a Vista Laptop with the same problem. I could not get Adobe Flash to load correctly because of the permissions. I had to download a tool from Microsoft to reset the premissions. The tools is SubInAcl.exe @ Microsoft's site :

Nextbook 8 keeps saying I need flashplayer. Does it come installed? I tried downloading other flashplayer but don't work. Is there one compatible? Thank You, Pam

Welcome to my world - flashplayer always seems to be giving me problems. I fiddle around and somehow get it going again and after a time programmes needing it won't work - again.

Flash, or a version of it was probably already installed. I believe there is a facility for checking this and the version on the Adobe Flash website. As far as my understanding goes there are different flashplayers for different browsers but you can't have two versions at once and so one must be uninstalled before another version can be downloaded.

If you already have flash but it doesn't work it probably needs enabling and it might be possible to do that via an option in your browser menu or in control panel.

How do I download step by step Abode flashplayer free download for Vista Basic, I have not much computer knowledge and have no idea what I am doing. Thanks in the computer wilderness

Go to http://get.adobe.com/flashplayer/ and click on the yellow box that says AGREE AND INSTALL NOW. It will be downloaded and installed. If a box appears saying RUN or DOWNLOAD click on RUN. This will cause it to be installed whereas if you click DOWNLOAD you'll need to double click the downloaded file to install it.
