Monitor does not stabilise until you have turned it on and off several times. Once on and warmed up it is stable, but this may take about 15 minutes.
Obviously the monitor is out of warranty.
It is a very easy solution, Open the back cover- then on the secondery of the Power Supply there is 2 ELKO Capacitors and they are not charging more the power ......Replace them even with higher Voltage Value.
then it will work.

Is the brightness flickering or are the images moving about.
If the brighness, The bulbs are possibly beginning to go and after they warm up they stay put.
If it is the image, then the video board could be doing the same. A failing voltage regulator on the video card board will make a picture streak or wiggle.
There is also a chance due to age that the power board voltage is starting to get weak due to common failing capacitors.
