If it is a HP desktop,.
Press the F11 key on your keyboard as soon as your turn on your desktop
Continue pressing F11 every 2 seconds until you see the HP Recovery Manager window.
Then select Full Recovery on the menu.
Just follow the prompts and your unit will be restored back to factory default.

If this is a newer desktop this should work.

If it's an older PC, you may need the recovery cd's. Which can be ordered from HP.
If I could be of further assistance, let me know. If this helps or solves the issue, please rate it.
Thanks, Joe

How to restore to factory

Factory restore requires the OEM restore DVD disk.

First boot the PC and press F2 during boot to enter BIOS. Change BIOS settings to factory default, to make sure the boot device sequence and all other settings are as they should be.
Then insert the Restore DVD into the DVD-rom drive and save & exit BIOS settings. It should then reboot and load from the restore disk.

Help

Check the manual if you have to use a Recovery Disc to restore your PC or if there is a short-cut that you will press when you booth your PC to restore it to factory settings because most PC's have these. If there is no recovery disc and a shortcut, reformatting it is the only way to restore your laptop to factory settings.
