Yes, the problem is fixed thanks to repairclinic.com. those guys are awesome and there is no fee for their help. the repair parts are cheaper than anywhere else i've checked and the tech support is second to none.

Hello janicejoh679, there is no manual for YOU to clean the oven, it's a self cleaning oven. Okay, please pardon my loose sense of humor.
A friend of mine was able to get a free replacement instruction manual from Tappan off of their website several weeks ago, I think she typed, " tappan", in the google search bar to find their official website.

These are the F2/F3 error codes for a Tappan oven
Check Bake function, if OK, replace oven temperature sensor
temperature sensor open
oven temperature sensor, should
be ~1100 ohms at room temperature. If too high or low, replace
oven temperature sensor please take the time to give this solution a fix ya rating.
I tried randomly pushing 2 buttons at a time, and when I pushed "Timer Off/On" and "Cancel" together it unlocked and is now working fine. The following day it beeped a lot for an hour or so (must have been catching up on previous pushes) but now is back to normal.
