You should google search online as to instructions/how to guides. Type in "laptop hinges repair guide" and you should get good results.
As for buying hinges, I would search on ebay or online for hinges AFTER finding a good guide (the guide should tell you what you need). The replacement hinges should not be too costly assuming you only need to replace those.
This will probably entail taking your laptop case out, so I would recommend checking into dust cleaning from your laptop/risks just incase dust gets inside when you take off the outer case. But a guide should be more useful than my speculations about your problem/need.

You do not need to go and buy a new windows the key printed on the sticker on the bottom of the laptop will activate windows after a restore. make sure after you complete the restore you update windows fully and install antivirus/antispyware software.
