I'm assuming you're talking about the bobbin winder tension disk--it goes on the top of the machine. The thread tension dial is almost directly underneath in line with it. I got this information from downloading the user's manual at the Singer site (singerco.com) and looking at the drawing at the beginning of the manual.
There are some differences between the 650 and the 670. However, these seem to be clearly detailed in this manual. The G in the model number usually indicates the manufacturing plant. Thus it shouldn't need a different manual.
