If this is only on CNN, then it is website specific, and nothing to do with your PC. To verify, try a different site, say YouTube or BBC, etc and check. If they are OK, then it is a fault with the CNN broadcast and there isn't much you can do about it.
Should you experience the same issue on the other sites as well, you may have to update the sound and video driver. You can easily do a Google for your specific sound/video cards and obtain a download, or select the "update driver" button from within the device manager.
