AFAIK This is nothing to do with FIXYA , I have been checking online, and this appears to be a problem with "Computer Associates AntiSpam" you would have installed his on your computer to prevent spam emails. it seems that the software is unstable and is causing this popup. this program is invoked to check emails when they arrive.
I have not seen any resolutions for this online, the only thing I can suggest is to uninstall the AntiSpam component (if able) to see if the popups stop
