If green light flashes on then of when powering up (which i coz charger wud do same if so) then its ur f1 or f2 fuses or both that have blown and need bridging over with solder (replacing them very difficult), both are labelled on motherboard so not too hard to find (f1 is below charging point and f2 is below that near bottom right hand slot type 1 port). if green light does'nt flash on at all then check the l2 inductor (small black chip) is stiil in place has this is prone to falling off (its situated directly below the power switch labelled L2, if loose resolder it, if missing hunt around in ur nds 4 it as shud b sumwhere. if u cant find it buy 1 from ebay (type in L2 inductor there is 1 seller and price is £2.85 inc p+p) oh and purchase a tri-wing screwdriver also if u havnt got 1. if u havnt been inside a nds b4 then youtube it and be carefull not to snap power lever off. good luck and let me no if it worked
There maybe something wrong with the jack inside your Nintendo DS, you can easily get them repaired at a few shops, just tell them that the On/Off switch doesn't turn the DS on and they'll fix it for you, shouldn't cost an awful lot as they're just replacing something inside.

When you switch the DS lite on you should notice that one of the screens flashes... if thats correct then the screen that doesn't flash is the one that will need replacing which, I would assume is the upper screen as judging by what you say has a damaged ribbon.
i had same problem ( bought a faulty nds off ebay and would charge but nothing when powering up, not even a blink of green light) problem is a component called a L2 its an inductor 33uH in case SMD 1007. its situated dirrectly under the power switch but they are prone to fall off when nds is dropped ect. you need to resolder it on (very tricky). give your nds a shake to see if you can hear it rattelling about. be carefull when opening your nds not to lose the part (its very small, about 4mm long 2mm wide) GOOD LUCK
