According to this link, your printer driver is already in Windows Vista. Click on the "Frequently Asked Questions" link, then on the first item listed. When you connect your printer (via USB) and turn it on, Vista should find the printer and activate the driver for it.

I do not think that your printer will work with Windows 7, many printers and most scanners do not work on later OS. Fortunately a new printer is not too expensive, consider one with network capability, so more users can access all of the functions.
Here is the drivers site for Canon and I do not see 7 listed, so likely not able to run under 7....
To use it with Windows Vista, you must install the driver software for Windows Vista.
The Windows XP drivers for your product cannot be used under Windows Vista.
Easy-WebPrint and PhotoRecord do not support Windows Vista.
Upgrading from Windows XP to Windows Vista :
upgrading your OS from Windows XP to Windows Vista, delete / uninstall
all the Windows XP driver software first; then, upgrade the OS to
Windows Vista and install Vista driver software. If you have already upgraded your computer's OS to Windows Vista :
Delete / uninstall the Windows XP drivers before installing Vista drivers.
