Most standard ADSL modems have four/five lights in the front :
Power light to indicate electric power to the modem.
ADSL light indicates the status of ADSL sync. When the modem is synchronized with the ADSL line card at the other end of the circuit/loop, the DSL light will be steady green.
LAN light will glow steady green when the modem detects a successful link to a computer or router ethernet port.
ACT i.c. Activity light glows when the modem is sending and/or receiving data on the lan and wan. It will vary between very slow to fast flashing and steady green to indicate lan/wan traffic.

Can I set this up this wireless router if I have cable internet and not DSL?

You CAN do this if you have access to the firmware of the ADSL gateway.

Connect cat5 cable from ethernet port on cable modem to ethernet port 1 on ADSL Gateway. (Must be port 1)
-Connect cat5 cable from computer NIC to other port on ADSL Gateway.
-(You may need to) Start->Run->cmd
ipconfig -release all
ipconfig -renew
Here's the trick...
-Open web browser, go to ADSL Gateway homepage (likely 192.168.0.1)
-Configuration tab, Advanced WAN->WAN
-Change WAN PORT drop down from DSL ATM PORT to ETHERNET PORT 1
-Click Edit button. Change Protocol from PPPoE to ROUTED.
-Radio button for DHCP Client to Enable.
-Click Set button.
-(You may need to) Power cycle both Cable Modem and ADSL Gateway device

Now this was done on a Westell ADSL gateway from verizon, yours may differ and you may need to look up the instructions for your specific gateway.

I think there is no need to replace the ADSL2+ Router.
Belkin is fine and should work well in combination with the D-Link Router and you would get the downlink data rate up to 300Mbps.
I recommended that you use Belkin Router as ADSL Modem and Dlink to provide wireless access. (Instead of buying ADSL Modem)
So, all you have to do is : -
-Turn-off wireless signal of the Belkin modem.
-Connect the Dlink Router to the Modem (Belkin) through CAT6 Cable.
-Configure the Dlink Router, Secure it and Enjoy 300Mbps Data Rate.

(In this way your Belkin will serve as ADSL Modem and Dlink would be the wireless router)

First: Connect your computer directly to the ADSL modem. It has an Ethernet port.
If you can't get to the Internet while your computer is connected directly to the modem, then ytour router never will either. Call ISP if you can't connect to the Internet when directly conencted to the modem.
Next: Check your router wires again, The modem must be connected to the "special" port on the router. Look at the router. There is one port separated from the rest. Connect the modem to that port. Conenct to the Internet.
Still no Internet?
Reset your router by pushing a stylus (straightened-out paperclip) into the reset "hole" on the router (with router powered ON).
Push & hold for 30 seconds or until the lights do their reset dance. Connect to the INternet.

Internet connection

Connect a computer to one of the lan ports 1-4.
Connect the adsl modem to "internet" or "wan" port of hub.
Open the hub's configuration page in your browser, usually this is http://192.168.1.1 Under Setup->Basic Setup, set the configuration for "Internet Connection Type " to "Automatic Configuration - DHCP". Under Network Setup, enable the hub's internal DHCP server so your lan hosts can get their ip's from the hub. Each local computer should have DHCP enabled. Your adsl modem must support DHCP for this to work, some do not. If it still doesnt work, try setting "PPPoE" instead of DHCP.

To setup your router
first check..
Connect the Broadband modem to the computer using an Ethernet cable without the router installed and make sure that the Internet connection is active. If it is not, contact your Internet Service Provider. If it can go online,
to setup connection..
Step 1:
Connect the Broadband modem to the router’s WAN or Internet port.
Step 2:
Connect the computer to any available numbered port (1, 2, 3 or 4).
NOTE: In this example, we’ll connect the computer to port number 3.
Step 3:
Make sure the power adapter is plugged to an available power outlet.
Step 4:
check if you are able to go online wired..
if not your router has to be configured first,
to config your router i need some more information

Networking

You actually have a couple of issues here. Fix these in this order. 1.) Login to router and turn off wireless (if you're not wanting to use wireless) 2.) Connect the ADSL modem CAT5 port to the WAN port of the Belkin router. 3.) Login to router and turn on NAT and make sure DHCP is enabled. 4.) On your Windows machine turn on DHCP under the network settings. This should allow your connection to be setup automatically and stop wireless access on the Belkin router.
