Hello i need the master password to clear cmos for laptop dell 1440 the service tag (s/n) is :4WMP7L1 thanks

I don't think there is such password.
You could contact dell and ask for the password if there is.
If not then best option is to remove and reseat the CMOS battery.
Contact Dell and tell them to provide you with the steps to remove and reseat the CMOS battery.
It will reset all the BIOS values.

You can reset bios password with 2 method.
(1) open back cover of laptop then find motherboard .Pull cmos cell from motherboard for 15 minutes then again put it in it's position .then it not ask for password.
(2)You can clear password with jumper settings find jumper on motherboard named clear cmos it has 3 pin .1-2-3
Put jumper in 2-3 position then again put it in 1-2 position then check .

It ask me for primary or administrator password when i start the machine.

The Primary Password is a theft deterrent on Dell portables that makes the system unusable unless you have the password. There is no hardware mechanism to clear the password (Removing the CMOS battery will have no effect as this is part of the firmware of the MB)
The only way to clear the password other than the original password is to contact Dell Tech support (800-624-9896) confirm that you are an authorized user of the system, then they will generate a master password to clear the Primary password.
