I can't get my ntl twr500 2 way radios to conect to each other

Do you hear anything on one unit when transmitting on the other?
If you do, it will show that the unit is transmitting.
One or both might be set on the wrong channel.
Check both units this way/ Check each to see if they are receiving any signal when the other transmits. Hope it helps.

My friend,

Seems to be there is some problem with the battery .
What you can do is take the battery out and connect the power cable to the computer.
If this works on the ac power this means that the laptop is good and you need to replace the battery of this laptop.
