I'm sorry, I mislead you. I have it in the subject area, but I guess it wasn't that clear. What I want to do is put a Galaxian board into my Vanguard machine. I just had a question as to what to do with the different voltage for these 2 games.

Probably, if your question was more clear.
Your subject: "Conversion-Vanguard---> Galaxian" leads me to believe that you want to plug a Vanguard board set into a Galaxian machine. If you really mean Galaxian (not Galaga) and it's a standard machine, about the only thing that cabinet will easily run besides Galaxian is Pacman.
In the days before switching power supplies games had line voltage AC coming in that went to a transformer that output lower AC voltages. These lower AC voltages went to a power supply that turned the lower AC voltages into the needed DC voltages (usually +5 VDC, +12 VDC, and sometimes -5 VDC).
The problem with Galaxians is that the part of the circuit that turns the low AC voltages into the DC voltages needed is right on the logic board so when you remove the logic board you remove the power supply. To run Vanguard out of Galaxians you would also need to add a power supply. A newer switching supply would work fine but you still have some pretty extensive control panel mods to do as Galaxians only has a 2-way joystick and a single fire button.
