On the GE GFWN1100LWW the Lock light indicates that the Child Lock (Panel Lock) is enabled. Press and hold the Lock touch pad for 3+ seconds. The light will go out. (Note: if you hold that button for too long, the lock will disengage and then reengage.)
The lock is useful to avoid having someone change the settings or start the washer when they shouldn't. (For example, you don't want to start or change the cycle settings on the washer while cleaning the control panel's surface.)

This sounds more like the connections at the IR receiver being bad. This module is located near the front of the set. While this is not the area of a large amount of heat, the area does heat up a bit. It is repeated heat/cold that will cause the solder to become a little brittle. It looks like the heat generated by the set running will end up breaking the connection. This is a simple fix that requires the removal of the PC board from the set. Without prior experience working inside TVs, I would not suggest you attempt this repair. This should be a labor only repair for any TV shop and should not take long to repair.
