Most manufacturers today have taken advantage of the diagnostics available when circuits fail. Your flashing light indicates generally where the problem is. This is disigned to help us technicians find the problem easier and faster. You did not mention the number of blinks. Toshiba is secretive with their error codes. You would need to buy a service manual from http://www.servicemanuals.net to obtain them. Cost is about $16.00 US for a download. This would provide the information that you need.

The sensor is not the only fault that can cause the remote control to not work. The sensor is only one part of the circuits involved.
Between the sensor, there may be buffer amplifier stage, and then there is the main uPC.
What we do is send a remote IR data signal to the sensor, and on the circuit board in the set I follow the data signal along its path using a scope in reference to the service diagrams to see where the data loss is.
Personaly, I would not blindly buy a new sensor based on a guess without doing the proper tests.
if ur in service mode already..turn down all drive.green first turn it up until the desired intensity is achieve.then blue all the way until it almost blend the green.u must not see one color either too much green or blue.turn up red now,let it blend until u see a perfect black and white.note:make sure that the color level is set to minimum and tint to center.
