Look for bad caps with bulging tops, similar to the 19" version as shown here:

Make sure to use correct type caps for switching power supply.

Re: L1928NV has gone black yet light is still green. could it be a fuse and how easy is that to replace?

It can be power supply for the inverter circuits has failed (bad DC filter caps), failed backlights inverter circuits, and worst case will be bad lamp assembly.
You need to open it up and do in-depth trubleshooting, you will need proper tools to do the repair.
You may want to read my guide first to see if you will want to buy new monitor or DIY repair.

Westinghouse 22 lcd monitor. faint click and went

More likely the filter caps failed and may have taken out the inverter fuse and the MOSFET in the inverter circuits also. yoo need to open it up and inspect the inside, see example of failed monitors due to bad caps: http://s807.photobucket.com/home/budm/allalbums

Goes dark for 5 to 10 second for no apparent reason?

Look for bad caps in the power supply, it will get worst and can take out the inverter fuse and the MOSFET.

I have a westinghouse 19 with a broken backlight

There is a chip in your monitor that is burnt out. To replace it would cost you about $150.00. To remove it is even harder as it is in the inside mount to your screen. If you are able to remove your front screen and put it on a board you can use your tester to find the chip. It would be cheaper to buy yourself another monitor. As the hours it will take to do this are intense. If you don't have the time to do this all in a day don't do it, as your memory will run into problems trying to accomplish this over a period of time. Try craigslist. Let me know if I can help with anything else. Thanks.

Monitor works for a fraction of a second

See article written by sillybit (me) for the Westinghouse 19v5. My 20v5 had bad caps in the power supply - it did the exact same thing as yours. $8 worth of parts from radioshack and an hour or two is all mine needed.
