I'm assuming your are reffering to this screen:
you may not have priviledges to change the picture...
try the following:
1. are you logged in as an administrator?.. try to log into your computer as an administrator and try again
2. exit the msn messenger by right clicking on the icon on the system tray and selecting exit, then execute msn messenger again by right clicking on the msn messenger icon and selecting 'run as' then provide an administrator and their password account credentials and try to change the picture.
3. Reinstall last version of msn messenger.

Tips for a great answer:

Then right click on Policies > New > KEY > name it as "ActiveDesktop".
Next in RHS, rt click > New > DWORD > name it as "NoChangingWallPaper" .
The DWORD value 1 will restrict change in desktop wallpaper. To allow change give it value as 0.
(3) If it still doesnt work, maybe your TranscodedWallpaper.jpg file has become corrupted.
Open explorer and type the following in the adress bar and hit Enter:
Here, rename TranscodedWallpaper.jpg to TranscodedWallpaper.old.
Next, double-click slideshow.ini file to open it with Notepad. Empty its contents. That is, select all the text and delete it. Save the changes. Close explorer windows.
