I'm about to buy the Vanguard Alta 225CP, but I need to know that the joints and everything can handle down to 20-30 degrees celsius?!

20-30 degrees Celsius is normal summer temperature in temperate lands - I suspect you mean Fahrenheit - i.e. below freezing.
You can download a manual for almost any equipment by Googling the make and model followed by the word Manual, then follow the appropriate link(s). This may not, however, contain the information you have requested.

Broken quick release plate lever on Vanguard PH-32 3-way Photo Magnesium Alloy Panhead.

Unfortunately, Vanguard does not sell replacement pieces, you may have to ship it off to them in order to get it fixed. It's either that or you can buy a new pan head or quick release adapter. You can find those at www.tripodquickrelease.com, sometimes though pan heads don't come off of a tripod.

Inside the flat that accepts the quick shoe you should see "QS- 03". This is the part number of the shoe you need.

Think you'll find its a QS29 adaptor which is used on other models. At least the one on mine is labelled QS29 and the pictures look the same. They seem to be available.
