Can you get to the sound properties and make sure the proper "recording device" is selected. Try right clicking your speaker in the system tray, if not the control panel should get you to them. Let me know if you have any luck also the mic should always be muted in the sound properties. But and (I'm not positive on this) usually not muted in the program. can you get the mic to work at all ? to test go to from the start button "all programs" / "accessories" / "sound recorder"

Check your sound recording settings in the control panel. Might be the wrong default device or the mic audio level is mute or near zero. Here is an example of hw to do this in Vista: http://www.pcauthorities.com/multimedia/how-to-fix-sound-recording-problems-in-vista
Then Disconnect the Camera from the USB port and reinstall the CD or
Downloaded software program. When the program asks you to connect the
camera to the USB port, do so and it should work.
Then to use it on the Web, do this. Web Camera’s have to be setup on the program they are to be used with.
Just installing the camera on your computer does not set it up to broadcast on
messengers or Skype.

Tell me if what you have under Default Device and Sound Recording Device are the same or if they're different. They should be the same. Let me know the results.
Most likely you just need to unmute your mic. You can get to it by clicking on the Volume icon in your task bar (bottom right hand portion of your screen). You may need to click on Options and then Properties if you do not see the Mic control. Make sure there is a green checkmark on Mic and click ok. Then you should see the Mic settings on the panel. Make sure the mic is not muted.
