Yes, it should be fine to remove the battery from the laptop if it is not being used, as there would be a minimal drain on the battery if left installed for an extended period.

Keeping the battery at approximately 75% charged should also be fine and would be recommended as part of a practice to extend the battery life that is advised with common battery maintenance instructions.

There are several steps you can take to help you get maximum performance from your Laptop Battery:
Prevent the Memory Effect - Keep the Laptop Battery healthy by fully charging and then fully discharging it at least once every two to three weeks. Exceptions to the rule are Li-ion batteries which do not suffer from the memory effect.
Keep the Acer Laptop Battery Clean - It's a good idea to clean dirty battery contacts with a cotton swab and alcohol. This helps maintain a good connection between the battery and the portable device.
Exercise the Battery - Do not leave the battery dormant for long periods of time. We recommend using the battery at least once every two to three weeks. If a Laptop Battery has not been used for a long period of time, perform the new battery break in procedure described above.
Battery Storage - If you don't plan on using the Laptop Battery for a month or more, store it in a clean, dry, cool place away from heat and metal objects. Ni-Cd, Ni-MH and Li-ion batteries will self-discharge during storage; remember to recharge the batteries before use.

Assuming you don't have a virus, the laptop's internal (CMOS) battery may be bad. Apart from keeping the time current, it holds onto your machines bootlog. If the machine starts up in Safe Mode, it would likely be the CMOS battery that's bad.

How to extend your laptop battery life

Thousands of people take their laptops on the fly, and unless you don't have a convenient electrical outlet, you can do this simple little trick to as much as double your laptop battery life. Simply, take the battery out (when not required for long periods of time) and keep it in a cool place, or in the refrigerator. Heat is the most damaging thing to things like electronic circuits and components, and by keeping your battery cool, you're extending it's serviceable life. Some say to let it run down to a 40% level, then take it out. Since lithiums don't have a memory, that won't hurt it. The ideal is to have some charge to keep the chemicals active, but not to overcharge it unnecessarily. Oh, and be sure the battery doesn't freeze...and then crack or be damaged.

What kind of car battery should i buy for my 2000 honda accord

Any good parts store should be able to point you in the right direction. Car batteries come in different series - size, post configurations and cold cranking amps. Prices vary generally due to warranty period - the longer warranty the more expensive. If you plan on keeping car for a long time or if you live in a cold climate, it's best advised to buy the biggest you can afford. If not plan on keeping car long by minimum.
