Repair your Windows installation:
Note Repairing your Windows installation may change the configuration of Windows. You may also have to follow this step if you complete all the troubleshooting in steps option 1 and the problem is not resolved.

  • Use the Windows XP CD-ROM to start your computer. On the Welcome to Setup screen, press ENTER to set up Windows XP.
  • Press F8 to agree to the license agreement.
  • Use the ARROW keys to select the Windows XP installation that you want to repair, and then press R.
  • Windows XP Setup repairs the installation files, Windows XP automatically restarts, and then the Setup program finishes the repair of your Windows XP installation.
Follow the remaining steps to set up Windows.

Note You must have your 25-character product key to complete these steps.
As soon as this issue is resolved, make sure that the firewall is enabled, and then visit the following Microsoft Web site to reinstall the latest updates:
http://update.microsoft.com/

  • Run a virus scan on the computer because problems with corrupted elements can be attributed to viruses.
  • Use a sytem utility tool like ReginOut to fix corrupt registry and windows files.
Hope this method works for you.

SOURCE: Computer won't boot Windows Vista. Screen goes black with cursor arrow.

In this case you have to do the PC restore . you can do that in dell machines by shutting down the machine and when it is coming back on just HOLD DOWN THE CTRL ket and the START HITTING f11 key in this case you will lose the data which you have the on the c drive but this issue will get resolved .

Else you can try to restart in the safe mode with networking and then go to the system restore and then select the bold dates in which you have idea you system was working fine . selct the date and then do the system restore . In this case you will not lose the data but you will lose the updates which you have done after that date .

in both the cases system will work .

Oresario laptop starts but goes to black screen with cursor

Windows is not starting. Try to start in safe mode and if you can, do a system restore back to when it was working.
If you can't do this, then you'll need to insert the system disk and boot from it and choose the option to repair your computer.
I suspect that you have corrupt Windows files or a corrupt registry. Repairing it with the system disk should solve the problem. Either that, or you will have to do a reinstallation.

This can happen when there is two problems.. One the computer might have been affected by virus.. Or the other thing might be the OS corrupted.. Try to get into safe mode and check if the system is working fine.. If it works well there try to do a system restore to a place wr it was working well.. If in safe mode also it doesnt work well then go ahead and reinstall the OS...

Are you able to start the computer in safe mode?
Try starting the computer into safe mode by following the instructions found here.
If the computer loads in safe mode, then you can try disabling some startup programs by reading the instructions found here and restarting your computer. If this fails to fix it, you'll probably need to reinstall windows.
