Try "Last know good configuration"
When you turn on your computer Repeatedly hit F8 till you get boot menu and go to "Last know good configuration"
If that doesn't work then try Safe mode
Even if you do boot up, there's no guarantee you will fix the problem so its best to Backup Data and Reinstall Windows
