I will apply the solution offered.

    Thanks.

The entry form would not accept my make/model data. Why?

Anyway, the TV is a Sony Trinitron (not a flat panel...my mistake), Model KV-27S26, made in 1997.

Thank you for your guidance. Yes, I have the necessary experience: as a design engineer, I've worked in all phases of low-voltage circuit development including PCB design, fabrication, assembly, and testing.

TV's and high-voltage work have not been my experience.

I have gotten the service manual and board layouts for the Sony KV27S26 from an internet source.

Thank you for your advice. I will begin work on the TV this weekend, so I will get back to you sometime next week or maybe later depending on parts delivery.

OK, so it is Sony KV-27S26
Please let me know do you have electronics knowledge and some know-how of solder work like recognize and replacement of electronics parts to provide you further information to resolve it.
I also want to know do you have service manual of subject TV? because it would be easy for you to locate identified / suspected parts in main board or I need to guide you here by pictures.
    Thank you.

That's great, being an engineer you have more knowledge then me, please check weak electrolytic capacitors in horizontal and vertical deflection area and power supply of tv. As you know after along run solder joints got some kind of dryness and couldn't make proper connections between PCB and mounted part, so re-soldering such cold solder joints is good idea.
You have service manual and it is enough to identify parts location, getting part numbers of defective or suspected parts with description etc.
I hope tv problem will resolve as its not so complicated tv as compare to current models.
    Thank you.

The picture takes time to come clear, always cloudy and come off gradually.

Most likely some components on one of the processor boards have become thermo sensitive over time. This means when they are cold or at room temperature their spec is out. Over time as the circuit board warms up the components drift in to specs.

It is time consuming and sometimes difficult to locate these problematic parts. Replacing surface mount components is very specialized and requires proper soldering equipment.

If you send the set out for service most likely the service tech will locate and change the complete board that has the fault, if the board is still available.

When these TV sets fail out of warranty they are generally not worth to service. I would consider replacing the set...

There are plenty of reason why your TV gone to smoke. Damage semiconductor parts. This symptoms happened in the power supply or in the raster circuit means the vertical and the horizontal have problem. Or there might be a leak capacitor then later affect the voltage performance of the semiconductor means the transistor and diode have a problem. Or resistor burned in the power supply

Vertical colour bars

The problem is in the LCD controller board is overheated because the power supply unit is at the bottomof the TV and the heat rises upward to the vent on the top of the TV. You can verify that is hest problrm by running TV with the back removed and have a small fan blowing on the top secdtion of the TV where the LCD controller is. This how I fixed my scrambled picture after warm up (I added heat sinks to the IC on the LCD controller board) : http://s807.photobucket.com/albums/yy352/budm/LTV-32W3HD/
You can try it if the board was not badly damaged already by the heat. My has been running great for over a month now.

Chances are, if it's an older set, componants have changed value through use over time, which also includes the picture tubes and associated driver circuits. The way to compensate for this color drift is through adjustments. Either turn the red down a little, or turn the blue and/or green UP. Be carefull though as there are potentially dangerous voltages in and around the circuit boards and picture tubes.

yes that is electronic drift. the waveform created on the y-sus board is overdriven. you will need an experienced technician to do this for you. be sure to confirm the technician has done this procedure before as leaving it to high or low can damage the tv over an extensive period of time.
