Is your system set up to boot from USB? What is attached? A flash drive or an external cd/dvd drive? If a flash drive, was the software on it created to be bootable? Is this the first time you are trying to boot from USB? Please provide more details.

NO sorry to tell you you need at least a dvd drive to play dvd's DVD - R/RW to burn onto a DVD disc but you are lucky, external DVD drives are relatively cheap now days, just look around online or at walmart my estimate is that you wont pay more than 200 for a dvd-rw drive (external) as far as the value of the computer you are getting i would say currently $200 to a max of $400 value if you were going to sell it and thats asking high. if you didnt pay more tha that then you are ok IF you did i would be asking for your money back as you can go to walmart and get 3 times the computer for 300 bucks. if you need to know more just shoot me an e-mail at email@example.com just let me know in the subject that your real.
Your built in CD Drive is a DVD player and regular CDR - CDRW burner, this means you cannot burn DVD's. To burn DVD's I would recommend you purchase an external DVD burner, here are some links to ones that are compatable to your computer.
try connecting to a differnt port if it still does the same thing change the usb cable because what i understand is there is a loose connection somewhere ... or the best thing is contact dell at 18006249896 and ask them that u want to change the internal hdd and they will tell u what maximum the system can support and which is available with them ... its their system and if u buy parts from them they have to support u and make sure they both work
please refer the following link which will restore all the setting for your CD drive. If there is any problem with the registry keys relating to the CD drive, this will restore all those setting as well. If this doesn't work then reply back and we will let you know the next step that you need to follow. Don't forget to reboot your computer once this is done. It will ask you to save a file on your PC. Once saved run it. it will ask you to add file to the registry. Please do so
