I have a Kenmore Ultra Wash, model 665.1603. I'm trying to find out how much hot water it needs per wash cycle. I want to see if a point of service hot water heater would be a good way to go, as my house hot water heater is a long distance from the dishwasher

Push the little lever sticking out of the dispenser.
Maybe you have some calcium or hardened soap that is holding the lid closed. some Lemi-Shine powder dissolved in hot water and use an old toothbrush to clean off the soap/hard-water deposits.
CHANCES ARE YOUR WATER TEMP IS TOO COOL and the 2nd PROBLEM IS VERY HARD WATER THAT IS CAUSING THE WHITE RESIDUE. RAISE THE TEMP ON HOUSEHOLD WATER TO 140 F AND ADD SOME SALT TO THE WASH CYCLE. LASTLY USE A LIQUID DETERGENT LIKE LIQUID CASCADE.

If you are in an hard water zone , then try reducing the amount of detergent used and then try cleaning the dishes.
Does it fill with HOT water (check after fill stops)? Did Sears install the washer? If so, have them troubleshoot the problem. It's obviously bringing water in. Are there any error lights or codes? May need to replace the control unit.
Make sure you run water in your sink until it is hot before you start the dishwasher. On the newer dishwashers they will fill and drain until the water is hot enough so it takes longer if it starts with cold water. Normal time for a basic wash could take about 45 min.
sounds like it was hooked up to a coldwater line instead of a hot and your heating element in the dishwasher went bad from overload or your pc board went bad but i would check to see if it is hooked up to hot water line first..
