Just connect it through ActiveSync (XP) or WMDC (Vista and 7), through either a USB cable or a bluetooth connection. Then, make a partneship between both devices. Your computer's internet connection should become available on your phone.

if you have an usb cable to connect to the computer plug in and down load latest version if you dont have a usb connect cable for the mobile you will need to buy a blue tooth conector for your computer ounce connected its all at your finger tips
Try this: 4. Make clean reset (hold callendar + itask,
then press and hold reset), after about two seconds you will hear
knack. Now unhold these buttons. The screen will be black.
5. After that make hard reset (hold callendar
+ messaging + power and then press and hold reset) after about two
seconds unhold reset button first and after about one seconds remaining
buttons. You will see on screen PS FORMAT.
6. Now is you iPAQ ready.
All you should need is Activesync.
Try the following...
From your PC ..........
with IPAQ cradled
click on Start, Control Panel
Double-click on System
Click on Hardware, then Device Manager
Click on '+' to left of Universal Serial Bus Controllers
Click on '+' to left of Windows CE USB Devices
Right Click on HP USB Sync
Select 'Uninstall'
Uncradle IPAQ
Reboot PC
