Either you have a loose bulb or there is a short in the wiring harness for the turn signal.

I believe both are located on the fuse block, driver side of steering column.

SOURCE: Where is the turnsignal flasher located 1991 nissan sentra 4dr

In your fuse box should be a large 1-2" square box inside the fuse box. Or under the dash board .

SOURCE: Where is the turn signal flasher located?

You more likely have a bulb that is no good. The next time your signals aren't working, pull over and check to see which bulb isn't working. Make sure the turn signal is on while checking. It should only be the left or right. Not both. Sometimes you can see the blown bulb with the hazards on depending on your model vehicle. Simply check the bulb thats not blinking for a tight fit. Then replace it if thats not the cure.

Both blinkers don't work but flashers do

There should be a flasher unit on the fuse box under the dash for the turn signals and another behind the dimmer switch for the hazards.
Sometimes one of the flashers is behind the fuse box in the glove compartment if equipped.
Don't be surprised if the flasher is not the problem. Most of the time the problem is the multi-function switch on the column.
There are stories online about using WD40 to take care of the switch problem.

1996 Dodge Caravan 3.8 V6 ...the turn signal don't work. It used to work on some warm days. Sometimes I had to wiggle a little bit the relay and it works. Now, its just don't do anything. Fuses...

you may have a second flasher unit , one for the emergency flashers and one foe the turn signals, some Caravans do . if yours doesn't happen to be one of them, you have a short in the switch itself, and will need to remove the steering wheel to replace it,, be careful, and follow the instructions for air bag safety when working with anything near the air bag,, remove the neg battery terminal first ,, then the positive,, and wait 10 minutes before doing anything else, this gives the system to discharge . when your done, hook up the battery in the reverse order

I CHECKED THE TERMINAL AND THE FUSE MY TURNSIGNALS

Probably the flasher unit, it is under the top column cover (behind the steering wheel) and plugs into the multi-function switch. There are two phillips screws that hold the covers together, accessible from the bottom cover.

Buy one from the dealer only, as the aftermarket ones are junk and most don't work.
