Try the same on another computer, and see it if works normally
it may be an issue with your usb hub and it's resources (irq's and dma's).. these are resources assigned to each device for each one of them to communicate with memory and the cpu.. your new device may be taking over resources causing the other devices (keyboard and mouse) to start malfunctioning.. it would be weird if you have that issue with xp.. are you using windows 98?, how old is your computer, is your motherboard bios in need of an update?
other possibility is that your usb hub is malfunctioning and/or your bios may need to be updated as it may be using usb. 1.1 while your device may be a 2.0 usb device causing the issues your're describing...
