This code meens that you wiishop channel is having troubles connecting properly to nintendo servers.
Since you´ve got this error code your using the wireless connection, right.
Try moving the wii closer to you access poit (ADSL modem, router etc.)

The Wii console was unable to connect to the Wii Shop Channel.
Check for wireless interference, which can affect the signal strength to the Wii console. To help minimize wireless interference, try the following:
Make sure other wireless devices such as cordless phones or wireless speakers are turned off, and that the Wii console is an open area without objects or electronics blocking the signal. (For instance, if the Wii is placed in a crowded entertainment center, try moving the Wii somewhere with more room.)
Change your router's channel setting to 1 or 11. By default, most routers broadcast on channel 6, which overlaps with other channels and may be weaker. For help doing this, click here and select your router brand and model (if available). The information you need is found in the "Broadcast Channel:" area.
There could be a temporary network issue with Nintendo's servers. Please wait a few hours and try to access the Internet Channel again.

If you have a digital camera turn it on and focus it onto the sensor bar whilst you have the mario kart on (when the cursor has dissapeared) then take a photo, in the you should see 5 blue lights on either side. If you dont, i.e. only ave the lights on one side then your sensor bar is faulty and will need to be replaced.

If Wii gives Disc Read Error, first step you need to check is totry another disc or clean the exisitng disc. This will confirm that problem is with either Wii or Disc. I just answered a question that may be relevant to this one so here we go I'm gonna copy and paste a solution I think may help you.
The accelerometer in the wii may be stuck, which does happen from time to time. To
fix this turn the Wii remote so the buttons face towards the floor and
slap the back of the remote firmly(not too hard!) with the palm of your
hand. It should work if that is the problem. *make sure to hold onto the Wii and not let it fall*
