As far as I know this is common error on toshiba laptops when OS is not installed or corrupted. Try removing hard drive (look at guide or on youtube) and reconnecting, if error still ocurrs, then reininstall os if you have windows cd (need to download drivers as well from Toshiba's site.)
A new hard drive is fairly inexpensive, from eBay (refurb.is fine)

The BIOS, which handles the initial start up of your computer, cannot find your hard drive and thus cannot boot your operating system (ie, Windows). Open up your computer and confirm the power cable is firmly connected to the hard drive and that the cable that connects the hard drive to the motherboard is firmly secure. If both of these check out, then try downloading this bootable CD on another computer. This CD, among other things, has a few hard drive utilities that will help further diagnose the problem. http://www.ultimatebootcd.com/ Finally, if the utilities on this CD are unable to see the hard drive itself, then is may need to be replaced. Try testing with another hard drive or another cable to connect it to the motherboard.

Not always the Hard drive, boot into the bios setup utility and de-select network bootfrom the boot options. If it tries to network boot first you will always get that failure.

check your harddrive, is it detected in bios ?
if no, it could be motherboard or hdd, but most of the time is hdd problem, so just replace it.
if yes, your operating system is corrupt, so you can reload your operating system.

This error comes up if the computer is not able to detect the hard drive. Power off the computer. Power it back on and tap the number 2 key 4 - 5 times at the Dell logo screen. This will take you to the system setp screen. Check if you see any thing listed next to solid state drive. If you dont see any thing try reseating the hard drive. Here are the steps to reseat the hard drive.. If you see an entry next to the solid state drive. You'll need to reinstall windows on the computer. If you have been shipped XP you will need an external CD drive to reinstall windows. If the system was sen with ubantu try to download it to a usb drive and boot off it.

in order to load the Operating system I request you to disable the SATA Native Mode in BIOS and then load the Operating system. 1. Please perform the below steps for the same:
a. Restart your computer.
b. When the F10 setup message appears in the lower left corner of the screen, press the F10 key.
c. Locate ‘System Configuration’ and then select ‘Device Configurations’.
d. Under ‘Device Configurations’, select ‘SATA Native Mode’ and disable the same.
e. Save the settings and exit.
Once the SATA Mode is disabled, please install the Operating System in the normal fashion using the Recovery CDs or the Operating System CDs that you have. Before installing the same, you need have the SATA Controller driver. Please follow the ’Installation Instructions’ in the SATA controller driver link given below.
2. Download the latest “Intel SATA AHCI Controller Driver” driver from the below mentioned link:

Solution:

Your computer is set to boot from the network (PXE = Netboot).

R780 pxe-e61 media test failure

It is not recognizing the hard drive, Open it up reseat it. Then check BIOS by pressing F key noted on startup. It must be noted there in order for it to boot correctly.

The system is not finding any bootable media (Hard Drive) and is attempting to boot via the network card (PXE Boot) the error message is saying that there is not PXE network to boot from and it is exiting the process.
Generally, this is caused by a hard Drive failure. Reseat the drive and or drive connections and see if the system will find the hard drive.

sounds like a driver issue try to go to toshiba's website and download the latest drivers for the NIC card.

Save your self a lot of reading, do this first.
Check in BIOS rom for start up sequence and check if there is an asterist (!) in front of the hdd. If there is, it’s disabled. Select the hdd and press shift key plus “1′ This removes the ! and you can then use the hdd to re-format or….
