This can be changed under the Phone app then settings if I recall correctly. There should be an option somewhere along the lines of blocking calls from unknown/private numbers.
EG - Handy Blacklist is the killer app for this, if they are witholding their number,
just set it to block all witheld.. - I use it all the time, and in
conjunction with Best Call Recorder from the same company, you have all
the angles covered...the barring code it's dependent by the network as it's a network service, so you must ask your network service provider for more info
otherwise you can use a call barring software for Symbian like handy blacklist for free
go to ur phone settings go to calls go trew it till u see show or hide my caller id click on that then just click on hide ur phone will be on witheld then
