I suggest the following which worked for me.
Open the Photoshop program folder and open the Plugins folder. Move all the plugins to a separate empty folder on your desktop. Be sure there are no files in the Plugins folder
Next restart Photoshop 2015. If it opens correctly replace the plugins, one by one, into the Photoshop Plugins folder and restart Photoshop 2015 after each individual replacement. When Photoshop 2015 stops starting correctly you have found the offending plugin(s).
After doing the above I found two plugins that caused my problem. Downloading updates for the offending programs that were created to solve Photoshop 2015 plugin problems and installing them solved the issues for me so I can use those plugins again.
To backup the data files, in OE go to Tools > Options > Maintenance > Data Folder. Copy down the location of folder. Navigate to folder and backup
Also do a search for and back up <user>.wab file. This is your contacts files. You need to unhide hidden files to see this file and above folder. In Windows XP, open Windows Explorer or any folder. Click on Tools > Folders Options > View. Check "Show hidden files and folders". If you want to see system files as well, unclick Hide protected operating system files. Click OK.
DBX Viewer Tool found on reader .dbx files, and it can help almost managed to scratch out all the messages from the file! Then save them as separate files, and then put back into OE. While working. You can try the following steps:
1. You can try to reset the outlook settings to default settings using the following command:
Press Windows key+ R and type "outlook /resetnavpane" , click on "OK".
2. You can disable the add ins in the registry as well.

You can also try to run the scan on PST file. Depending on the combination of Windows and MS Office versions you have installed,ScanPst is in one of the following folders

If the question is how to password protect an excel file- go to the Review Tab at the top of the page- the click on Protect and Share Workbook in the far right upper corner of the tab menu. In Word & Power Point-again found under Review Tab- far right of the menu tab select Protect Document/Presentation.
You may get this problem if you have BitDefender Internet Security. To fix it:
Open BitDefender, click Settings, set UI to Expert Mode. Click OK.
Select Antivirus, Advanced Settings then under Exclusions click [+] symbol, a browser opens, go to the following; C:\Program Files\Rosetta Stone\Rosetta Stone Version 3 and select the RosettaStoneVersion3 file, click OPEN. Then OK. Sorted.
I just finished with Trend Micro help support and they solved this problem for me. Open the main console for Trend Micro. Click on Viruses & Spyware Controls. Click on the "settings" for Protection Against Viruses & Spyware. Click on Advanced Settings. Under the section for "What Should TMIS Check for Threats" click on the circle for "Specify Targets that you choose". Click on "Select" next to "Ignore Specific Files & Folders". Then Add and folders of files that you do not want Trend Micro to check and make backups for. That solved my issue...hope it helps you too.
It's been awhile since I played with FrontPage but from what I can remember _vti_cnf folders are private folders that store data that the rest of the world cannot see.
You can generally hide these folders by going to tools websettings advanced and then simply remove the check from the "show documents in hidden folders" checkbox
