I had the same problem, and because of your Fixya response with such detailed pictures, I was able to determine that my brush block was broken. I purchased a new brush block, and now my Hoover is back up and running! Thank you Chris for giving such a great answer.

Greetings from GoVacuum,

The Hoover SteamVac's are notorious for this exact problem. There are several things that can be causing this probelm.

First, what you'll need to do is take the brush block out of the machine. To do this there are 4 clips on the brush block. You will need to turn the machine upside down, and pull down on the brush block to where it won't pull out any farther. There are 4 clips, 2 on top, and 2 on the rear of the brushes. (See picture, I have circled one of the clips in red). Simply press these clips at the same time, and pull the brush block out of the machine. I'd say that 60% of the time that I see this problem, the main issue is that the brushes just need to be cleaned. If you have pets in the home, a lot of the time the pet hair will just be lodged inside the brushes, will prevent them from spinning. Use a pressurized water hose (garden hose with spray nozzle is ideal) and spray each brush with water to dislodge any pet hair. You should be able to get these brushes spinning when you spray them. Spray each brush until the brushes are spinning pretty fast. Re-insert the brushes into the machine, and test to see if the cleaning has fixed your problem. If the cleaning still fails to fix the problem, take the brushes back out of the machine.

One you have the brushes out of the machine, the first thing you should look at the brush stem that goes into the turbine inside the machine. This is the green pole pictured in middle of the brush block. Examine this pole to determine if the top of it has broken off. It should exactly how the picture shows it. Make sure that the plastic has not broken.

If the pole has broken, you will simply need to replace the brush block. If the pole is not damaged, the next thing to try is to turn the machine on while you have the brushes out. Look inside the machine, where the pole goes into the turbine (also important, make sure the switch for the brushes is turned to "Rotating Brush Speed Hi), this female receptacle should spin when the machine is turned on. It is important the try this when the foot pedal is released, and the handle down, and not in the upright position, as there is an internal switch that shuts the brushes off when the machine is in the upright position.

If you notice that the female receptacle where the brush pole is inserted is spinning, then your turbine is fine. If this part is not spinning, then most likely you will need to replace your turbine.

I hope this helps you with your problem. If not, please feel free to email me at chris.jones@govacuum.com, and I'd be happy to walk you through the diagnosing. I also can provide you with a blown up parts schematic to your machine, please just get the model number off the back of the machine and provide, and provide me with the full model number. I do carry all parts for your machine, and would be happy to provide any technical support you need.

I tried uploading the pictures to this solution, however Fixya will not allow the pictures because they are too big. Please email me, and I'll send you the pictures.

I took my cleaner Hoover Steam Vac Dual V cleaner brushes apart to clean due to musty smell of machine, put it back together and now the brushes don't spin. The female receptical where the brush pole goe into is not spinning without the brush attached or n ot attached. Which would be better - cost wise - to replace the turbine (as you've indicated as the female receptical doesn't spin) or buy a new cleaner? This machine has outlasted 2 Bissells I've had, and I clean my carpets every 3-4 months as I have animals & kids :) The Bissells didn't hold up. My Hoover has been very faithful to me until I decided to clean it due to the musty smell. Thanks

I took mine apart and noticed the helical vertical gear attached to the turbine was rusted and the bearings at each end were seized. I sprayed penetrating lube on the bearings, coated them heavily in axle grease to prevent water from re-entering the bearings, brushed the rust scale off the helical vertical gear and all is well now. I don't expect it to happen again anytime soon.

Brushes won't rotate on hoover steam vac. I have removed them and cleaned.

The brushes turn by the airflow from the vacuum suction turning a turbine motor to spin the brushes. First try to spin the brushes by hand. If they won't turn it usually means the brushes are clogged with hair and debris or need replaced or the turbine could be seized up. If the brushes won't spin reach under the brushes and push the little tabs and remove the brush block asssembly from the machine. If the brushes spin freely after you remove them from the machine then that means that most likely the turbine is seized and will need to be repaced. If the turbine is not seized you may simply just have a clogged filter screen. Most steam vacs have a red screen filter either on top or underneath the machine. On the top it is under a little clear plastic cover that you have to pry off before you can pull the screen out to clean it. If it's underneath you can pull it out and clean it.

Turbine head of my Dyson DC08 does not spin

This response is likely too late coming, however for others the problen appears to be the same as the fault with my turbine head which was that the turbine fan had become loose on its spindle. With no pressure on the brushes, friction would allow the fan to turn and drive the brushes via the belt. The faulty part is not available separately however I have repaired mine using araldite glue. Other things to check is for a worn belt. Cheers.

The brush won't spin on my hoover shampooer

This machine has an airdriven turbine that drives the brushes. The turbine needs to be replace because it is spinning on a steel bushing which gets rusty from all the water going through it.

The brushes will not turn but the shampooer will come on

1) check the filter by the spin indicator (the plastic cover snaps off). Clean if necessary. See if this solves your problem.

2) take out the spin brush assembly (pull out, there may be tabs you need to push to get it all the way out. Clean out dirt and hair. This may be all you need to do, if not take step 3

3) turn on the machine with the brush assembly out. Do you see where the square shaft the drives the brushes goes in? If the socket does not spin, you probably have a seized up turbine assembly.

4) remove the top that covers the motor/turbine (you probably have to take out some screws) The turbine assembly is towards the front. Remove this (again, a couple of screws) and turn it over--there will be some gears. If you can get these gears turning smoothly together you should get the turbine working again. I used a pair of pliers to turn the metal shaft.

Put everything back together and try it out!

MY WIFE BOUGHT THIS FOR ME FOR FATHERS DAY GIFT ABOUT ALMOST 2 YEARS NOW OR SO,BUT I HAVE THIS PROBLEM THAT THE BRUSH DOS'NT SPIN ANYMORE EVERYTIME I PUT THE SWITCH ON FOR BRUSH ON,THE HOSES BRUSH SPIN IS...

This unit uses a turbine assy to turn the brushes. The brushes could have something jamming them. Remove the brush unit, it is held on 2 spring hooks 1 on each side. The brush unit is driven thru a 1/4" square post, only one brush is driven and it drives the next then it drives the next etc. If something is jammed in these gears it will stop the entire brush assy. The turbine assy could be bad, but I would check the brush assy first.

Brushes wont turn

Remove the brush block, turn the unit on its side and watch the square hole to see if it rotates. If not, then the turbine(#23) isn't working, if it is, then is the shaft on top of the brush block broke off, if it is, replace the brush block.

Hoover steam vac, brushes won't rotate, have cleaned filter by brushes, removed brushes and they rotate okay when off steam vac, tried to ajust level for carpet cleaning and brushes still don't move

Check to see if the shaft on the brush block hasn't broken off. Otherwise it is the turbine that drives the brushes and is either clogged up inside or needs to be replaced.

Belt replacement Hoover carpet cleaner

Hoover steamvacs don't use belts. If the brushes are not turning, pull the brush block out, turn the machine on and see if the square hole where the brush block was, is turning. If not then the turbine is bad. Sometimes you can take the turbine apart and clean it out. most times I have found , replace it.

Problems with the Hoover Steam vac Heated carpet cleaner

The first thing to check is the filter on the inside of the lid to the recovery tank, if it is all of the way up to the top, it can cause variouys problems, it should have a 1/4 in gap from the top. The other thing is the turbine, that is what drives the brushes. If the brush block is ok, then most likely the turbine is bad and will ahve to be replaced. Part # for the turbine is 43191006 and sells for about $60.

Solution for Hoover SteamVac (F7452-900) brushes not spinning
Uses the turbine model and same solution would be similar. Root cause is simply the main gear attached to turbine becomes stuck. This problem should not happen as often as I see other people also having this problem. Must be a poor design on Hoover’s part. It takes about 30 minutes and a Phillips screw driver and wrench. Pretty easy, just have to remember what screws went where.
Remove brushes, and front suction cover
On the bottom of the machine:
Remove the 4 screws behind brushes which attach the top faceplate
Remove the 2 screws from base in the sunken holes
Remove the two long silver screws from base which connect all the way to turbine assembly
Stand machine upright
Remove the floor select switch handle
Remove 1 screw near the center beside the intake hole
Remove the 2 screws over the rear wheels
Remove faceplate cover, the front will need to be gently pried over the clear plastic part, be careful about the upright disengaging lever under faceplate, move it under the metal wire
Remove the 2 screws in the front of the turbine assembly
Remove the 2 hoses on either side
Disengage the bar on the floor selector switch
Pull out the turbine assembly
Remove the 4 screws and 3 clips to separate the assembly
Remove the filter (which is most likely clean since, cleaning this is the manufactures only solution)
Remove the large white gear and with a wrench remove ball bearing
Remove other large white gear
Note that the metal gear attached to turbine will not move (this was my problem), with a wrench gently grab metal gear and twist free. Spin turbine to make sure it moves freely.
Put everything back together again and you should be good to go.
