Most shredders use a little lever on the door itself to depress a switch on the shredder cabinet when it's closed. This acts as a secondary on/off switch to allow the motor to work when it's safe to do so.Look inside the cabinet with the door open (usually around the perimeter of the opening, towards the top) for a switched door catch, a "slot" with a metal strip exposed, a little box with a lever jutting out of one end of it, or similar. The "slot" type is used when a door mounted "finger" depresses into the slot upon closing, and the metal strip completes the circuit. Any of these different mechanisms may need to be readjusted, replaced, or usually is just jammed up with bits of loose paper that doesn't allow the switch to close all the way. Hope this helps!
