The best way to find which part of the dispenser control that may be causing the dispenser to remain on is to unplug each part that leads to the dispenser keyboard until found. The service manual for your model JSD2789GES seems to point to the keyboard yet when I look for parts the only part that is shown is the circuit board behind the keypad. It may be part of the replacement circuit board=> 61005274 Dispenser Control Board you can ask these people if the keyboard is availabe and they will be happy to help you. I would normally send the service manual here but Maytage ask me not to do that. The door flap may not be opening and closing completely thereby trapping the ice. There is a solenoid that operates the door that could have stopped working. Can you hear it? The hinge on the door could be broken or the bracket it goes in could be broken. You'll have to look to see what's wrong.
Remove the dispenser cover by gently prying starting at the bottom going round and round a little at a time to prevent from breaking it. When it's off the screws will be exposed to access the other components.
If you get ice cubes you have water. Check the plastic line from the solenoid valve to the water outlet, be sure it is not frozen. You may have a partially plugged filter in the water line or a bad solenoid valve.
Most refrigerators have a control board behind those buttons. I'm betting your board is bad, or possibly not getting power. Remove the dispenser cover and see if the board is still clipped in the housing, and that it is plugged in.
Check if the water is on. check if the water filter connected correctly or the bypass.If the filter is new and the appliance is new you should press the water handle or button till the water comes as the selenoid are open during you push.
