Re: Toshiba MD13P1 13 in. TV/DVD Combo will not turn on
PROBABLY THE NOISE YOU ARE HEARING IS LIKE YOU SAID A BURNT FUSE OR THE RESISTANCE OF THE T.V. AND USUALLY REPAIR FOR THIS ITEM WILL COST YOU MORE THAT REPLACING THE TELEVISION SPECIALLY WITH A DVD INTEGRATED, BECAUSE THEY ARE WIRED TOGETHER. GOOD LUCK.

That buzz sound most probably are from axed horizontal output transistor. If your tv is a CRT type. Some other reason for that are faulty regulator, and diode on flyback side, or the expensive one is the flyback itself.
If age is the reason transistor can be replaced as soon maybe thirty minutes. Please get a quote and estimate first to calculate if new tv is more ideal than having it repaired.
try cutting power off and wait 15 to 20 minutes. also try another outlet depending how much power u r pulling thru the outlet u had it in. Had same problem and customer service said unplug for 3 min....not long enuf...so try 15 to 20 min and plug back in.
I was having the same issue and I've been to several video stores to rent DVDs and 2 out of 3 rentals have the same affect where it is just 'reading' but even worse, it would play fine and then freeze up during the movie- very frustrating. Now, after 3 years of owning it, it died today. They just don't make them the way they used to :(
I found this to work on my Toshiba TV/VHS combo MV19M4 after trying others suggestions that had worked on similar models but nothing worked on mine. Maybe it will work for yours. Follow these steps:
1: Unplug the TV for 1 minute then plug it back in.
2: In the menu select "TV Set Up".
3: Move the blinking block to beside "V-CHIP Set" BUT DO NOT SELECT IT.
4: Hold in the number 1 button on the remote.
5: Hold in the volume down button on the TV.
Your TV will turn off. Give it a few seconds to reset itself and then turn it back on and you will have to completely reprogram your settings. When you go to the V-CHIP settings it will ask for your new code.
