SOURCE: OLD GE Wall Oven doesn't heat properly
On these older ovens ther is usually always 120 volts on the elements at all times.
If you check across the element ends with it in bake you should read 240V. If not, there is a problem with the control. With the voltage drop you describe, it sounds like you are losing power on one line of voltage coming to the element.

I would be looking at the bake relay on teh coven control board. Using a voltage meter test the output voltage when energizing the bake feature. Be sure to remove the bake element wire coming from the bake element to the control. Test this terminal without the bake element wire attached. From the terminal with one meter probe to the neutral on the terminal block (where your cord attaches to), you should read 110 volts when energized and 0 voltge when shut off. What are you reading? HI, this code will come up when the Control senses oven temperature above 615F-630F
If actual over temperature condition occurred: Look for welded
relay contacts on bake or broil relays. If this happens, replace oven
control (also called clock or ERC).
If no over temperature condition occurred: Look for a high
resistance connection or any other cause of high resistance in the oven
temperature sensor circuit. Check sensor, sensor harness and sensor
harness connection at sensor and oven control. Replace sensor if found
defective.
Remember: Oven control (ERC) measures resistance of sensor circuit
, not actual oven temperature.
SOURCE: broiler element comes on when "bake" is pressed
does the bake element come on at all?
if so, try the oven out. do a bake @ 350 allow it to pre-heat, and see if once the pre-heat is comlete, id the broil shuts off.
on many ovens at the beginning of the cycle during pre-heat both bake and broil elements are powered.
other than that it may be a control board, or a burnt and crossed wire in the harness.
