HI,
AS mentioned its sounds like the T con board of the TV is faulty. T con board is one which drives the LCD pixels. You can find this board on the bottom center of the TV covered by metal cover or aluminum foil. Replace this board will solve the problem. Its part number is BUF320G0401. I have found the same in ebay. But i am not sure is it working piece or not. Any way i have added the link.

I have a 3 year old lcd color 15" flat screen digital dolby mod. # lc200sl8 A the picture comes on but the whole picture is white you can see some color but very light I have tryed to darken it but won't...

I don't know if your set has a separate power supply but this sounds like the failure of a low-voltage circuit supplying power to the section which modulates the individual pixels on your display.
Sylvania is one of several names owned by Funai which is the worst of all Asian manufacturers.

WHITE LINES

Hi kmb0516.
Depends how old the set is, if it is more than 5 years old, time to tell it goodbye, if it is less, might be worth fixing.

I believe the problem is in the vertical output section, it sounds like the picture has shrunk.

Hope this helps, Greg.

Sylvania 27 inch stereo flat screen tv

This problem sounds like a short inside the picture tube itself unless a driver transistor failed that drives the red gun in the CRT. You may have to take it to an authorized repair facility if the picture tube is still in warranty.
