2*Dirty Drum patch sensor OR the drum has reached 100% of it's life.
iRC3100 drums NEVER go past 100%...once they reach that magic figure in the counters then it's time for a drum replacement.
If you know how to access service mode then check under:
COPIER>DENS>P-SENS-P and make sure that the figure is around the 500 mark...if it's below say,250 then that indicates that the drum patch sensor is having trouble reading correctly and may either need cleaning or a new drum unit.

That means that you have ITB waste toner full error. Clean the waste toner container.
It is located behind front door, right from toner slots, you need screwdriver to unscrew one screw, and remove plastic cover above waste toner container.
When you vacume or dump waste toner, wash it very well, and dry it.

Your going to have to pull off the waste toner bottle, delivery cover (buffer or internal finisher), the right swinging door, fixing unit, cleaning blade, heat shield, move the fuser drive gears. Then you have one screw on the transfer belt assy that sit behind the cleaning blade and one on the front next to the screw that hold the cleaning assy on. Then 4 screws on the side by the fuser. One connector and the whole thing should come out
