I have an Amana SDC23VW about 10 years old The lower part of this sise by sise is cold upper is warm. I took off the cover on the lower part inside the freezer and coils were all frozen over replaced the defrost thermostat with no help. The evaporator fan does not seem to be running...what next??

There are more than reason: first check the fan in the upper part of the freezer (you have to unscrew 3 bolts of the cover),second check the freezer door sealing,third is to check that the cooling tubes inside the freezer are cold enough without heavy snow (you have to unscrew about 6 bolts of the cover),Heavy snow reduces cooling and it means that the timer is not working or the heater is not working.I hope to help you in reform
Many times a freezer and/or refrigerator do not work right because of a dirty condenser coil...there are also many other things that can go wrong.

Freezer stayed cold but upper compartment wouldn't. Freeze started having problems with staying cold. I just paid $377 to get the two year old evaporate fan replaced. It is located inside the frig behind the panel in the freezer compartment. It took about 15 minutes. Seems this part is part of the evaporator system but not covered by anything other than the first one year warranty. Problem solved but what a ripoff from Kitchenaid.
There are 2 possible problems. One is the defrost cycle is not working properly this is usually indicated by a large amount of frost on the back freezer panel. If so, the circuit will have to be repaired and the evaperator thawed to remove the ice build up. The other is the fresh food damper is not working properly this is behind the "lump" in the back of the fridge compartment above the top shelf, remove the louver panel to see if it is open or closed. closed will be warm open should be cold.
The water dispenser reservoir is probably frozen due to poor air circulation.
