it can be the problem of the fan rpm meter or it can be the problem of the fan being away from the processor, if the fan isn't close enough to touch the processor then the motherboard will read it as not turning

Maybe the RPM sensor (built into the fan) is not working. Try replacing with the correct fan - three wire - red - white - black. Otherwise it's likely a problem with the motherboard's RPM sensor. Shouldn't be a problem unless the fan fails... Then your C

most likely a 3 or more wire fan or someone has the wrong fan in it. try replacing the fan.

Could be a loose connection. I'd try replugging the fan in first before buying anything.

The Tempest uses a 4 wire fan for the CPUs, not sure how happy it is with 3 wire ones. I heard somewhere that the 3 wires just spin at full speed. Sounds like you have other issues though..
