The way around this is to click positive response and then let them have it in the comment area. This works great for me. Also, Meg Whitman who had run ebay for the last ten years retired in March of '08. Also Pierre Omidyar- ebay founder and ceo has decided that buyers must have a near perfect ranking to bid, this is probably whats affecting your business.
