Zenith 25" color TV with a white vertical line.  Changed Vertical ICLa7838 no luck.  Also checked for bad cap, resistors,etc.  Could it be the voltage regulator or just another bad Vertical IC?

Check for Vcc to IC. If missing check source for open resistor.
