Normally instruction on setting up voicemail is included on the manual, However if the fuction of voicemail has bees disabled on your phone you need to contact your service provider to activate that option.

You need to contact your carrier, ask customer service if they will change the ring time. The number of rings before vaoicemail is not controlled by the phone it is set at the cell phone switching office so they have to do it. Some carriers will some won't.
You want to make sure your callforwarding is on. Sometimes when you select sleep mode, the calls will divert directly to Voicemail. Plus, ensure you have signal. Without signal, by default the calls go directily to voicemail. We won't wanna miss a call here. You can follow these steps here. start settings phone services call forwarding get settings (wait for a while) forward all incoming phone calls (check the box) OK OK Exit
In the option to forward calls, there should be an option for the amount of seconds the phone RINGS prior to forwarding directly to voicemail. IF your HTC device doesn't have the option for voicemail, and your calls are routed else where, contact your carrier for the voicemail number. This is very important!
Does the phone actually ring 3 times. I was having the same problem
I was informed that it was not even going to my phone. When I had this same problem T_Mobile could not fix the problem using the 3 g network. If you shut off the 3g feature your problem will go away
Start >> Settings >> Phone -Choose the Services tab -Disconnect data connection if needed -Choose Call Forwarding and press Get Settings... -Change "Forward After" time from 20 seconds to whatever you want

Replace XXXXXXXXXXX with the number of your carrier voice mail
center (find it by looking at your Phone Dialer > Options >
VoiceMail > Access Number. Put your access number in place of the Xs
For example, the T-Mobile voice mail access number is 18056377243, and thus the string to dial would be **61*18056377243**30#
Replace the 30 at the end of the string with your desired seconds. For most carriers, 30 seconds is the longest allowed.
