My own assessment concurs with Joe Diaz's because the OS's, Reader Versions and web browsers are identical on both desktop computers. The stack seems to point to .NET Frame. The latest version is 4.0. One computer may have a different version. I'll will check that and try the fix. I won't know if it works until I do. Thanks Joe.

Cancell out the install. It will take several time, but it will stop.
Then:
Go to Microsoft's web site and download the newest version of .Net Framework. I believe 3.0 is latest.

HTTP 400 BAD REQUEST

First, try updating windows. (Read everything below).
There is an error in windows .Net framework 1.1. Microsoft has a fix for this. You can read about it & manually repair this error at MS site. Click on the link below;
http://support.microsoft.com/kb/826437

What you want to do when updating windows!
Do not use Express. You want to install all .Net framework updates (one at a time). Re-start your system when windows tell you too. There are updates up to .Net framework 3.5 with (SP3) & this will take some time.

Cheers!

Take this same question to microsoft.com ,Put in exactly as stated
, ask for solution. Don't forget the part about error number.Also if
you know the times and dates involved of said error. Go to your help and support section, in search window.Put in Windows Error Log.
Every error your pc makes is in there. Print Page or take a pencil and write down all instances of problem? Also take it to microsoft.com
with all the facts. they can tell you what to do to fix it ? They have spent a lot of money on your PC ?Til next time?

Microsoft .NET Framework 1.1

You cannot install the Microsoft .NET Framework 1.1 because the NET Framework 2 is already installed. The NET Framework 2 is the latest version of Microsoft NET Framework. I think you can remove the latest Framework in the Add/Remove Programs from the Control Panel. Then restart your computer and install the old version. But my advice is, just let the latest NET Framework remain and don't uninstall it.
