If the camera is showing a black or distorted screen when set to photo, and photos that are taken with the black screen also show up black or distorted, then this would likely be a CCD imager failure, a common occurrence for your model camera. If so, Canon should fix this for you for free, including free shipping both ways. This is regardless of your camera's warranty status.Please check this linkfor more info.
If the flash is on and you can't take photos, it could be that the flash circuit has gone bad. Make sure the camera is focused first though, before you try to take the pictures. Many times if the camera can't focus on something, it wont take a picture.
The 400D uses flash assisted focusing. In low light conditions the auto focus cannot get a focus lock so it pops the flash a few times so the lens has a chance to focus. You will notice this will go away when in the manual focus mode (the switch on the side of the lens).
The only way around this problem (as people in a photo think the photo has already been taken and looks away when the camera actually takes the picture) is to use a hotshoe mounted TTL Canon Speedlight (430ex or 580ex) which use an infra-red focussing beam.
I had the same problem and I thought it was the lense. The problem was the camera focus set up. You can spot focus on one of 5 points or take an average reading of all points.
If you don't have the center point set you will take out of focus photos most of the time.
Read your manual about AF and how to set it. It is easy to bump the zone focus button and rotate the dial by accident.
