I'm sure this is way too late for the poster, but in case someone else reads this in the future...I had the same problem with my brand new Zooper Waltz. Called their customer service and they told me to:
1) Unscrew the plastic in the middle of the handle bar
2) Locate the metal wire (should have a small metal cylinder on the end)
3) place in back in between the metal groove
4) squeeze the metal groove shut with pliers or something so the wire can't come out again.
5) Replace plastic on handle bar and screw back in

I purchased a used older Zooper Buddy stroller. Sun cover???

Do you mean Boogie? All the Zooper Boogies I've ever seen were originally sold with them, however if you have an older model, spare parts are harder to come by.

How do you colapse it?

ON THE SIDE OF THE STROLLER THERE ARE TWO BLACK PARTS. YOU NEED TO LIFT UP ON THEM TO RELEASE AND FOLD THE STROLLER.

How to fold zooper kroozer jogging stroller

I believe that near the handle bar on either side there is plastic tubing over the metal section. You pull the plasticy bit up towards the handle bar - one has a metal lever under which you release (lhs I think) this then splits the side bars into 2 parts and in theory it drops down neatly

Zooper Boogie User's Manual

There's a safety lock located on the right side of the frame, about 6-8" down from the handle bar. There are also 2 sliding locks, one located on either side of the stroller, on the underside of the frame. One is located just below the safety lock. First pull up on the safety lock, and while keeping the safety lock open, simultaneously slide the other 2 levers up toward you. The stroller will unlock/open and you will be able to fold it.

How do i unfold a zooper tango double stroller?

There's a locking mechanism on the left hand side about mid-way down just under the armrest. You need to pull the plastic lock off of the pin and then unfold according to the "fold" instructions included in the manual.

Our stroller had a similar break, just below the 'pivot point'. I have been in touch with Zooper directly (Dan Slaughter - dans@zooper.com) and had a new piece shipped to us in Toronto for about $20 American. Removing the old piece wasn't too bad, but I did have to drill out the old rivots. I am however having problems reinstalling the new piece, because of the wires contained within the steel frame (which allow the folding function). If you can do without the folding function, you're laughing. That's what I'm considering doing. Hope this helps. Jason.

There are two things (i know, not very technical) one on either side about six to twelve inches down from the handle, you pull them back simultaneously and it moves some "stuff" (again I know so technical) up which allows the stroller to fold. If you can figure out what the hell I'm talking about then good luck to you.
