If you don't have the installer disks that came with it when it was first bought, your only option is to a fresh install of a new operating system, leopard or tiger maybe depending on what your ibook can take. If neither of the two can be installed in your ibook (due to technical requirements) , finding a copy of the original OS wont be easy.
keep it in a warm dry place for a day.if that doesn't help i would assume your keyboard is
and somebody has to open the ibook and replace the part. If you want to pay to have somebody do it for you there is a third party ibook Repair Service. However, if you want to do it yourself, the part is
available on ebay. Here's an ibook Repair guide. Maybe a tech savy friend can do it for you.

Is the power adapter the correct voltage? Does the battery show that it's charging? If the answers to these are both 'Yes' then remove the battery and try to start up again. If this works, reinstall the battery and everything should be fine. Another possibility is that you may need to reset the PMU. If none of these work, you may need to replace the Power Board/Power switch/Logic Board.
On an Apple system, this is an indication that it thinks there is little or no battery left and goes to sleep to protect data loss. Your battery might be going bad (showing a full charge, but lasting for only a few minutes) or there may be a problem with your power supply.
